The UAE’s economic strength is closely tied to hydrocarbons. The country is renowned for its natural gas and oil reserves, which represent the majority of its export value (34% of UAE foreign trade in 2019, according to the WTO).

However, the UAE has also developed a robust manufacturing industry, producing high-tech goods, office equipment, gold, and jewelry for export worldwide.

The UAE is also famous for its civil engineering projects, including artificial islands, skyscrapers, mosques, and large-scale real estate developments. These projects require specific import and transit conditions for construction equipment.

Customs Tariffs in the UAE

The UAE has relatively low customs tariffs compared to many countries. Many goods benefit from zero or reduced duties under free trade agreements.

Middle East Imports and Exports

The UAE is part of the Gulf Cooperation Council (GCC), alongside other Persian Gulf monarchies. Since 1981, the Unified Economic Agreement has exempted agricultural, animal, industrial, and natural resources products traded between GCC member states from customs duties and taxes, making intra-GCC trade particularly advantageous.

Dubai <-> Global Trade : Required Import Documents


Dubai has implemented an electronic customs clearance system, which simplifies customs procedures. However, this system does not exempt the sender from providing a list of documents.

Goods shipped to the United Arab Emirates must be accompanied by the following documents:

  • Single administrative document (SAD) or ATA carnet.
  • Commercial invoice.
  • Certificate of origin.
  • Phytosanitary certificate.
  • Certificate of non-radioactive contamination.
  • Transport certificate.
  • Supplier’s declaration.
  • Transport documents and packing list.e
  • For agro-food exports : A sanitary certificate and a halal slaughter certificate for meat (beef, poultry*).

* Pork is prohibited for import into the UAE.

All export documents must be certified by the Chamber of Commerce in the exporter’s region and the UAE Embassy in the country of origin.

VAT Implementation in the UAE

The UAE introduced Value-Added Tax (VAT) in January 2018. VAT is generally set at 5% and applies to most goods and services, including imports. Businesses trading with Dubai-based companies must register for VAT and comply with VAT-related tax obligations.
